Dr. Gerard Hollins, Jr.
Director, Strategy and Development
Dr. Gerard Hollins, jr. serves as the Director of Strategy and Development for Green Street Real Estate Serves (“Green Street”), as well as a Director for Emerald Capital Strategic Advisors (“Emerald Capital”).
Prior to Green Street and Emerald Capital, Dr. Hollins served as the Director of Revenue for St. Louis County where he oversaw the operations of the St. Louis County Department of Revenue which includes the Tax Collection, document recording, and liquor & other licensing functions in St. Louis County. Dr. Hollins managed 4 divisions covering 150 employees.
Dr. Hollins also served as a financial analyst for the Board of Alderman of the City of St. Louis. Dr. Hollins provided financial analysis and advice on proposed legislation and the City’s $1 billion budget to 29 members of the Board of Alderman and assisted on economic development initiatives. Dr. Hollins also served as a financial analyst for the County of Los Angeles where he managed the debt issuance process for specific transactions involving LA County as well as for School Districts and Community College Districts in the county.
Dr. Hollins still teaches public policy as an adjunct professor at Washington University in St. Louis, MO.
